When the guns fall silent, the war does not simply end — it continues to unfold across political, economic, informational, and moral dimensions. The central challenge is this: when war ends in its physical form, how can leaders shape its meaning across all other dimensions to deter aggression, preserve credibility, and uphold the rules of the international order?
