Panel Discussion | When War Ends.. ? (Main Stage)

When the guns fall silent, the war does not simply end — it continues to unfold across political, economic, informational, and moral dimensions. Ceasefires or settlements do not automatically resolve questions of power, legitimacy, or the potential for renewed aggression. How the outcome is interpreted globally will shape deterrence, alliance cohesion, economic stability, and the credibility of international norms. The post-war phase is a contest over meaning, memory, and expectation. Strategic communications will determine whether the end of fighting reinforces stability and deterrence, or allows ambiguity, fatigue, and adversary narratives to define the future. The central challenge is this: when war ends in its physical form, how can leaders shape its meaning across all other dimensions to deter aggression, preserve credibility, and uphold the rules of the international order?
