Head of GR of Ukraine Miltech Group of Companies
Mustafa Nayyem is a Ukrainian public policy expert, former senior government official, strategic communications practitioner, and former investigative journalist with experience across public sector reform, defense governance, anti corruption policy, national recovery, institutional development, and international stakeholder engagement.
He began his public career in journalism, working as an investigative journalist and political presenter for leading Ukrainian media, including Ukrainska Pravda, Suspilne Ukraine, and other outlets. In 2013, he co founded Hromadske.ua, an independent media platform that became one of Ukraine’s important civic and journalistic initiatives during the Revolution of Dignity. His public communication, investigative reporting, and political analysis made him one of the recognizable voices in Ukraine’s democratic reform movement.
From 2014 to 2019, Nayyem served as a Member of Parliament of Ukraine. His work in parliament focused on anti corruption, law enforcement reform, European integration, public accountability, and institutional reform. During this period, he also served as a member of the Board of the Ministry of Internal Affairs of Ukraine, where he contributed to patrol police reform, internal security policy, and anti corruption measures during a major phase of public sector transformation.
From 2019 to 2021, he served as Deputy General Director for Asset Management at Ukraine’s state defense industry holding. In this role, he worked on governance reform, asset strategy, compliance, and coordination with defense and regulatory authorities, gaining practical experience in defense sector transformation and the institutional challenges of reforming large state owned enterprises in a sensitive security environment.
From August 2021 to January 2023, Nayyem served as Deputy Minister of Infrastructure of Ukraine. His responsibilities included national infrastructure policy, regulatory reform, institutional capacity building, and cooperation with foreign governments, European institutions, and international financial institutions on major infrastructure and recovery related projects.
From January 2023 to June 2024, he served as Head of the State Agency for Restoration and Infrastructure Development of Ukraine. He led the establishment of the Agency from its first day, including its regulatory setup, staffing, strategic alignment with the Cabinet of Ministers and international partners, and the launch of large scale reconstruction projects in war affected areas. His work focused on wartime recovery, donor coordination, critical infrastructure restoration, transparency, and institutional capacity.
After leaving government, Nayyem worked as Senior Anti Corruption and Reconstruction Advisor with DAI Global, Pro Integrity, advising national and international stakeholders on reconstruction, accountability, institutional integrity, and anti corruption frameworks. He later continued this work as Senior Expert in capacity building for NABU and SAPO, focusing on the institutional resilience and operational capacity of Ukraine’s key anti corruption bodies.
He currently works in the defense and miltech sector as Head of Government Relations for a Ukrainian group of miltech companies. His current focus is on international projects, strategic partnerships, regulatory engagement, and cooperation with foreign governments, institutions, and industrial partners. This work is centered on strengthening Ukraine’s defense innovation ecosystem and building practical links between battlefield experience, Ukrainian technological capacity, and international security cooperation.
Nayyem holds a Master’s degree in Law from Taras Shevchenko National University of Kyiv and a Bachelor’s degree in Engineering from Kyiv Polytechnic Institute. He has also completed executive and governance programs with Deloitte Academy in Ukraine, the Ukrainian Corporate Governance Academy, and Stanford University’s Summer Fellows Program on Democracy and Development.
