Speaker BIO

Prof. Philipp H. Fluri is a Swiss citizen currently working and living in Taiwan. He earned his doctorates from the universities of Bern and Fribourg.

A co-founder of the Geneva DCAF Centre for Security Sector Governance, he served as its deputy director from 1999 through 2019, with a strong focus on Empowerment and Rule of Law programs in Eastern Europe, Southeast Asia and Latin America. He established DCAF's Brussels branch office in 2005 for cooperation with the Brussels based organizations. Upon leaving DCAF he was nominated Executive-in-Residence at the Geneva Centre for Security Policy and served as a visiting professor at Seton Hall University School of Diplomacy and International Relations. He has been teaching at Wenzao University Department for International Affairs since 2021.

Philipp Fluri's publications, some of them of a foundational nature establishing the policy discipline of Security Sector Reform/Governance, can be found on the dcaf.ch, academia.edu, and ResearchGate websites. Other publications deal with questions of Development, Epistemology and the Philosophy of Science. He serves on the Editorial Boards of Connections QJ, Viae Educationis, and Information and Security. An International Journal. In his free time he is a QiGong practitioner and advises Burmese nations on issues of federalism/federalization.
