Panel Discussion | Shaping Reality: Whole Society Mobilisation During Crises

Crises today are fought as much in perception as on the battlefield. Russia’s disinformation campaigns, Belarusian proxy operations, and other coordinated grey-zone activities deliberately target trust, cohesion, and decision-making. Societies cannot afford to react passively: independent media, local communities, and governments must act proactively to safeguard truth, shape understanding, and mobilize collective resilience. The challenge is aligning strategic communication across levels: governments provide frameworks and resources, communities translate messaging locally, and independent media deliver credible reporting at scale. Success is not measured by countering falsehoods alone, but by preserving agency, cohesion, and clarity in the face of deliberate distortion. The critical question is: how can societies confront known aggressors and make strategic communication an active tool that shapes crises rather than simply reacting to them?
