Speaker BIO

Valeria is the Strategic Partnerships Lead at OpenMinds, providing threat intelligence and response services to over 30 governments and organisations, including Ukraine, the UK, the US, NATO states, EU institutions, and StratCom agencies. She works across government, civil society, and technology to counter authoritarian influence. As the designer of Ukraine’s first governmental media literacy program, Filter, Valeria launched national campaigns like the Media Literacy Test, reaching over 5 million people in a day, and led public interventions impacting over 10 million citizens in a month. She has also developed ministerial strategies to build societal resilience. Her work includes launching media literacy clubs across Ukraine and co-producing civic education projects with partners like UNDP, UNICEF, and Sweden. She has advised the Ukrainian government, OSCE, and IREX on strategic communications, societal resilience, and large-scale behavioural interventions. A former BBC journalist, Valeria holds an MSc from LSE and fellowships from Chevening and the United Nations.
