A veteran of over 30 years in the arms control and nonproliferation communities, Dr. Joshua E. Segal is currently a free-lance senior national security consultant for information warfare, arms control, and hybrid warfare strategies in Washington, DC. He is an adjunct professor for the graduate program at Tulane University, teaching Information Warfare, and serves as an advisor to numerous Department of Defense (DoD) senior leaders on issues related to information warfare strategy and nonproliferation. He also serves as an advisor to the Special Operations Design Thinking cadre for Joint Special Operations University supporting great power competition.From 1989-2000, Dr. Segal served as a working-level and senior policy representative on several dozen bilateral and multilateral chemical, biological and nuclear arms control negotiations, as well as related inter-agency policy fora. His civilian service includes serving as a U.S. inter-agency representative in Geneva, Switzerland; Vienna, Austria; and The Hague, The Netherlands, and various other European posts. Assignments included serving as one of the leads for on-site inspection during negotiations on the Chemical Weapons Convention, Biological Weapons Convention verification experts group, Comprehensive Test Ban Treaty Preparatory Commission, and the United Nations Special Commission on Iraq (UNSCOM). His work was instrumental in establishing verification procedures for the Organization for the Prohibition of Chemical Weapons and The Comprehensive Test Ban Treaty Organization. Prior to joining the Department of Energy in 1991, he served at the US Arms Control and Disarmament Agency in the Verification and Intelligence Bureau. He started his career as an intern supporting Intermediate Nuclear Forces Treaty ratification for Senator Arlen Spector (1988) and as the first high school intern at the Foreign Policy Research Institute of Philadelphia (1984-1986). He is an honor graduate of the William Bodine High School for International Affairs, the first public institution devoted to training future foreign affairs professionals.After September 11, 2001, Dr. Segal resigned from his civilian position, to serve as an active duty Naval Officer. Retiring in 2020, he most recently served as a lead planner in US Special Operations Command, in direct support of Combatant Command counter weapons of mass destruction great power competition requirements. Previously, he served as the Department of the Navy’s Mission Assurance and Information Operations Program Manager in the Office of the Deputy Under Secretary of the Navy (Policy). Earlier assignments included: Senior Levant Strategic Planner and a liaison officer to Israel and for US European Command (2009-2013), as well as a number of forward-deployed operational missions in direct support of the Global War on Terror, peacekeeping in the Balkans, and evacuation of American personnel from Beirut during the 2006 Lebanon War. He also spent time as the lead advisor for warning issues related to South Asian nuclear issues for the Department of Defense.
