Director, Centre for Information Resilience
Henry Collis is Director at the Centre for Information Resilience, where he leads projects focused on tracking, exposing, and countering foreign interference—particularly from authoritarian states. His work helps strengthen the global response to disinformation and digital threats.Before this, Henry worked in the UK Cabinet Office, where he led strategic communications for the National Security Council. He was closely involved in shaping the UK’s response to Russia’s invasion of Ukraine, countering hostile state influence, and advising on communications ahead of the AUKUS partnership announcement.From 2016 to 2020, he set up and ran an international capability-building unit within the Cabinet Office, working with partners in 15 countries to tackle Russian information operations and develop coordinated responses. This included extended time on the ground in Ukraine and Georgia.Earlier in his career, Henry was seconded to the Office of the Prime Minister of Ukraine and served as policy lead for the UK’s 2016 Anti-Corruption Summit, where he helped create the International Sports Integrity Partnership.Between 2010 and 2013, he was based in Afghanistan, analysing insurgent propaganda and advising senior military leaders on foreign influence. He started his career as a consultant economist, spending seven years in the Middle East advising on major economic development projects and investments across the region.In 2020, he co-authored Enduring Information Vigilance, which won the US Army War College Foundation Prize for Contemporary Strategy. He regularly lectures at institutions including King’s College London, Syracuse University, and the US Foreign Service Institute.
