Senior Expert, NATO Strategic Communications Centre of Excellence
Elīna's professional career has been mostly related to security, communications, public diplomacy, research, training, and education. She has been a defence civil servant for eight years, four of which she spent in Georgia running a NATO trust fund for professional development and reform support. Her previous jobs involved heading the Public Diplomacy Division at the Ministry of Defence of Latvia and working on public diplomacy projects under the NATO Riga Summit 2006 Task Force.
Currently Elīna works at the NATO Strategic Communications Centre of Excellence, covering the Nordic-Baltic region, Georgia and the Arctic. Her research projects focus on narratives, target audience analysis and strategic communications terminology. Elīna holds an MA in Communication Science (2006) and an MA in Audio-Visual and Stage Arts (2020), specialising in documentary film-making. Her debut documentary 'Restless Memories' (2020, 53 min) focuses on memory construction in post-war Georgia. She is a PhD student at King's College London, researching memory construction in strategic communications.
