Raul Rebane has served as a strategic communications consultant since 2000. Previously, he consulted communication of Estonian accession to EU and was among the first to promote concepts of information warfare, psychological operations and psychological defence back in the 1990s. He has published a number of articles, translated books and held tens of conference presentations on such topics, and in 2017, he was chosen as an Estonian opinion leader.
From 1977-1994, he served as a commentator on Estonian television, and from 1995-1997, he was the Programme Director of Estonian National Television. In 1997, he graduated from the journalism programme at Tartu University in Estonia.
